A supported Convex package that provides an Effect runtime and layer for ActionCtx, along with the web-standard platform services needed by ordinary actions. Node actions should be able to compose the same integration with Effect's existing Node platform support.
Convex actions feel like a natural fit for Effect because they handle external I/O, timeouts, retries, resource management, and concurrent work.
My main interest is actions (queries and mutations already have execution models that do not need this abstraction).
