Add included usage to EU deployments

Currently, EU deployments come with a 30% markup, but on top of that, there is no included usage for paying members. The free tier however comes with included usage. This incentivizes me not to upgrade my plan because I lose the free usage I get from the free tier. I believe the paid tier should include at least the same level of included usage as the free tier, because right now it feels like if I would start paying for Convex, I would get less.
